Millard and his wife Jamie were both born and raised in Berlin Borough. Millard is the proud father of Millard “Cameron” and Lucas and together with his wife, they are raising their sons in his childhood home. Millard ascertained his education attending the Berlin Community School, Eastern High School and Camden County College/Rutgers. In 1986 Millard enlisted with the United States Marine Corps upon graduation, was honorably discharged after four years of service and is currently active with the US Marine Corps League, Giordano Detachment in Somerdale.
Since 1994, Millard has been a member of the Berlin Police Department, promoted through the ranks and in 2019 became Chief of Police. Millard currently is an active member with the NJ State and County Chiefs of Police Associations, 2000 to present has been a DARE/LEAD Officer, Active Member of Berlin Voorhees Gibbsboro Municipal Alliance since 2000 and is the current Borough of Berlin Safety Coordinator. Millard is a life Member of Centenary United Methodist Church and received a Certified Protestant Lay-Reader while enlisted in USMC. Millard is also a volunteer as a coach for the Jr. Vikings Wrestling Program..
Born in France as a Portuguese citizen, Carl came to the United States in 1978, becoming a citizen in 1995. He then went on to become the 1995 Team Gold Medal winner of the Kickboxing World Cup. From 1995-1999 Carl was a National Champion and member of the US National Kickboxing team. In 1992 Carl opened Mascarenhas Tae Kwon Do and Primal Kickboxing in Berlin. Carl has been a Berlin Borough resident for over 10 years, receiving the Berlin Citizen Award and recognized for his Gold Medal in Germany.
In 1999, Carl joined United Professionals, traveling nationally and internationally developing excellence in sales, curriculum and business training systems. Carl was later appointed to the Board of Directors and served for 5 years. Carl established Asylum Fight League in 2008, where he organized and promoted fighters in over 80 events. In 2015, he was inducted into the NJ Hall of Fame for fight promoting by Commissioner Larry Hazzard. Carl obtained his Certified Tactical Master license with CDT Inc. (Compliance Directional Takedown) which provided high level, executive protection to various private businesses and individuals and training with various governmental entities.
Carl has always strived to do his best and raise the bar in each and every endeavor, solo or as a eam member. He is looking to serve Berlin Borough with the same tenacity and diligence and to make sure the voices of the people are heard.
For several years, our leadership in Berlin has dropped the ball and our town is suffering because of it. It’s time to bring back the Berlin that stands as a jewel of South Jersey. Millard and Carl are committed to restoring our unique standards and values that make Berlin Borough the greatest town in The Garden State.
We love this town, and serve it both in government and private industry.
